«Factorial modeling of indirect taxes fiscal revenue»
Specific goals and objectives of prediction are revealed among them predictive values obtaining for indirect tax flows in the context of excises on goods produced in Russia and imported goods. Methodological basis of re-search is systematic approaches allowing revealing the most significant excise goods groups, which are the basis for models formation. Factor models are formed allowing prediction of excise tax payments on the basis of official statistical data and that will make the Russian Federation budget formation much easier. The factors influence degree on the formation of the excise tax flows is revealed. The error of models as compared to the approved project of the Federal budget for 2014-2016 has been estimated. The application of the proposed models will allow predicting potential tax flows not only for certain types of goods produced in the territory of Russia, but with regard to the import component as well.

«On advantageous decision making in risk situations»
About receiving effect from an investment of investments, decrease in level of expenses, optimization of technologies, risk situations. About rules of decision-making in risk situations, about criterion functions. About modeling, colorable and intensive risks. About methods of optimization of an investment of investments into safety, qualities and reliability of difficult objects and productions. Level of sensitivity and risk of investment decisions can be estimated independently and in a complex. The integrated approach includes the analysis of unreliable entrance sizes and distribution of their probabilities, stochastic interdependence between unreliable entrance sizes, the entrance sizes accepted as the reliable. About carrying out by method of the analysis of calculation of sensitivity of expenses by a number of options of investment of production (purchases of production) taking into account critical values of production and expenses, comparison of critical outputs and limits of advantage of alternatives and a choice of the best option taking into account the validity of alternatives and a choice of the best option taking into account reliability of the described outputs. About possibility of a method of the analysis of risk allows to consider a set of factors of data and their probabilities, stochastic dependence of entrance sizes, to define distribution of probability, value of target investment, to use the computer as the target instrument of search of decisions. That by means of critical values or variations of values of entrance sizes it is possible to investigate influence of entrance data on relative advantage of investment objects at a reconstruction of number of analytical calculations. About that by means of computer modeling it is possible to find critical value of the top and lower limits of advantage of the best alternative of a deviation from which, and also its probability – base for an assessment of benefit or danger of alternative. For introduction the definition of a method of mathematical modeling and the description of the phenomena of the outside world expressed by means of mathematical symbolics is given. It is a fashionable method of forecasting and management. The method of mathematical modeling reducing research of the phenomena of the outside world to mathematical tasks takes the leading place among other methods of research, especially in connection with emergence of modern computer facilities. It allows to design new systems and technical means, the phenomena and processes, to predict future events. About that mathematical models proved as important means for studying of administrative processes. They are applied in various areas of knowledge, including at research of problems of safety, became the necessary device in the field of socio-economic planning and is an important element of automated control systems.

«The influence artemisinin winter wheat on the development of leaf diseases and grain yield of winter wheat in the conditions of the experimental training farm "kuban"»
This article continues the series of scientific works devoted to the optimization of the phytosanitary situation in agrocenosis of winter wheat in the Central zone of Krasnodar region with the help of different agrotechnological methods, rational selection of varieties, appropriate, and timely application of fungicides. It is also noted that for control of leaf diseases of winter wheat the most important techniques of control remain the introduction of resistant varieties, crop rotation, type of tillage, depth of seeding. Found that sowing a mixture of varieties grace + Power at 1:1 ratio provides effective protection of winter wheat against brown rust and Pyrenophora. So, due to the higher resistance to the leaf rust of varieties of grace in Sottomarina planting could reduce disease progression, and higher resistance to Pyrenophora grade Power ensured a reduction of disease development compared with the sowing of varieties of grace. Thus, the possibility of reducing the development of complex diseases leaves of winter wheat in Sottomarina sowing varieties grace and Strength to a threshold level that does not require chemical protection. The yield on artemesinin sowing of winter wheat was more productive in the experience of grace varieties, and the quality – level is more high-grade Power.

«Effect of depth of seeding winter wheat on the development of root rot and the length of the coleoptile in the central zone of the krasnodar region»
This article continues the series of scientific works devoted to the optimization of the phytosanitary situation in the agrocenosis of winter wheat in the Central zone of the Krasnodar region with the help of various agrotech-nical receptions, rational selection of varieties, appropriate, and timely application of fungicides. It is also noted that for the control of root and crown rot of winter wheat the most current methods of control remain the crop rotation, type of tillage, depth of seed placement, which, in turn, determines the length of the coleoptile. It was found that each variety is genetically programmed different levels of growth and production parameters, including the length of coleoptile – the body responsible for carrying out on the surface of the soil healthy and tender stems. The assessment of the phytosanitary situation on root rot in a variety of varieties of winter wheat; the influence of seed depth on coleoptile length in winter wheat and on the spread of root rot; defined biological and economic efficiency of the fungicide. It is established that the lowest root rot damage at sowing at a depth of 5 cm and a spread of 1.1–4.4% and was maximum in the variety of Muscovite. The analysis showed that the smallest root rot damage was on cultivar Fortuna. This is due to the fact that the cultivar Fortuna has a high resistance to the pathogens of root rot than variety Muscovite and Colleague. And therefore, if a deeper seeding, it is preferable to use this variety.

«Weed dynamics in field crops depending on system of tillage and fertilizing at lowland agro landscape krasnodar region»
Weed dynamics was studied in field crops depending on system of tillage and fertilizing during three cycles of grass-grain crop rotation system at lowland agro landscape. Nowadays the level of weed frequency on field crops both annual and perennial weed species exceeds the recommended harmful level. Only chemical weed control leads to the improvement of weed resistance to the certain set of herbicides, deterioration of soil fertility and accumulation of substances toxic for human beings and of animals in agricultural products. So weed control should be complex and combine chemical, biologic and agro technical methods. Plowing was the most effective for weed control for sugar beet, grain corn and soybean. Other tillage systems lead to increase of weed frequency by 2.5- 4 times. Frequency of perennial weed species increase especially rapidly.

«Inheritance of quantitative traits in hybrid between nsic rc 106 and novator cultivars»
In order to determine the type of inheritance, the number and strength of the genes involved in the determination of a number of quantitative traits of rice was conducted genetic analysis of 382 plant second-generation hybrid between salt tolerant late-ripening varieties NSIC Rc 106 (IRRI) and short-season varieties Novator (Rice Research Institute). Statistical processing of the experimental data was performed using Excel and Statistica 6. For the genetic analysis used a computer program to find models of splitting Polygen A. Among the agronomic traits of rice, the length of the stem, panicle size and the number of spikelets has always been central to the breeding productivity. While genetic analysis of monogenic and set digenic differences between the parental forms. Signs of "plant height" and "weight of 1000 grains" are inherited by the type of dominance of large values of the trait. At the height of the parent plants vary in form two pairs of genes, and the variety of their NSIC Rc106 carries the recessive alleles. Cleavage occurred in the ratio of 1: 6: 9. By weight of 1000 seeds and parental forms also differ in the two pairs of genes that produce F2 splitting 1: 6: 9. Traits "panicle length", "the number of spikelets and grains panicle", "the density of the panicle" and "mass of grain panicle" inherited by the type of domination of smaller characteristic values. Differences in the panicle length were determined by two pairs of genes (9: 6: 1), according to the number of spikelets with panicle - three (27: 27: 9: 1). By weight of grain per panicle parental forms differ allelic state of the three pairs of genes, and each of them were dominant and recessive alleles at different loci. Of great interest for breeding are transgressive form with a mass of grain per panicle more than 4 grams.

«Assessment of diospyros kaki adaptive potential under conditions of abkhazia»
Subtropical fruit crop oriental persimmon (Diospyros kaki L.) is characterized by winter hardiness (-15 ... -20оC), productivity (194-331 kg/ha) and dietary fruit qualities. The yield of the 44 studied crop cultivars cultivated under the conditions of Abkhazia in alluvial soils since 1948 varies, much depending on changing weather conditions by the main development phases, which are expressed by multiple correlation and regression models. In the blossoming period (end of May - beginning of June) the amount of the crop is mainly limited by the average temperature and humidity. Ripening is limited by humidity and amount of fallen precipitation . Ontogenetic adaptation of cultivars (Diospyros kaki) was determined by the criteria of potential productivity and ecological flexibility, which showed the following specifics of their response to changing weather conditions: flexible and homeostasis cultivars. Among the flexible cultivars we recorded intensive and highly flexible groups. Intense cultivars (Dzhiro, Kostata, Shogatsu - Gaki, Gosho – Gaki, Dai – Dai – Maru, Aizu - Mishirazu, Teydemon, Kiara varying) in favorable environmental conditions increase the yield in 2-4 times, while highly flexible cultivars (Sidles, Emone, Tsuru, Tsuru - Noko) - in 1,5-1,9 times. Homeostasis cultivars are also divided into the following groups: low-flexible (Khiakume, Khachia, Fuyu, Gosho - Gaki, Kuro - Kuma, Tanenashi, Mizushima, Tamopan bolshoy, Yankin - Tsuru, Tamopan malyi, Kiara constantnaya, Nitari) and neutral (Guiboshi, XX vek, Geili), recommended for cultivation in unfavorable environments - in mountainous areas of the subtropics and to farmers. Growing high-yield, yield and average yield cultivars of persimmon is economically feasible.

«Monitoring the status of populatons of leaf diseases of winter wheat on leached chernozem of the central zone of krasnodar region»
In the complex of harmful organisms in the agrocenosis of winter wheat are important leaf disease, the severity of which is manifested in the decrease in the area of the photosynthetic apparatus and the violation of the metabolism by releasing toxins. The intensity of development of each species is due to weather predictors, ensuring the formation of infection beginning in the fall, the survival of the pathogen in the winter, the renewal of the infectious process in the spring and nature of development in sensitive phases of culture. The amount of inoculum of pathogens and its implementation even under optimal weather predictors depend on the degree of resistance of the varieties to each pathogen. In this regard, the aim of the study was to monitor the state of populations of pathogens of leaf diseases on different resistance of the winter wheat varieties to develop tactics for protective measures. The studies were conducted during the 2001-2014 years on the basis of long-term stationary field experiment Kuban State Agrarian University in five varieties selection KNIISH them. PP Lukyanenko: Batko, Krasnodar 99 Nota, Fortuna and Yuka. Counts of diseases were carried out by conventional methods VIZR in tillering, going into tube, earing and milky-wax ripeness of winter wheat. Winter wheat is grown on the background of an elevated fertility of soil with an average dose of fertilizer in the rotation, including for winter wheat N120P80K40. Fourteen-year monitoring revealed that every year agrocenoses winter wheat was attended of two to four diseases with different state of populations. It was established that in the years of investigation of the character of pathogens been based on formation reserve infection autumn, storing it in the winter. Resuming spring of infection depended on conditions of temperature and soil moisture and air. Implementation of stock in epiphytoties occurred only upon the occurrence of optimal weather conditions for each species. Epiphytoties of leaf spot of Septoria was observed once, 4 times leaf rust, powdery mildew once, yellow leaf spot 3 times.

«Inheritance of some ornamental properties in the hybrid progeny of chrysantemum grandiflorum»
Study results in the field of ornamental property inheritance of chrysanthemum grandiflorum are presented in this article. “Color” and “form” of parent variety inflorescence in the hybrid progeny are of great importance here. Original material for selective work was NBG collection of chrysanthemum grandiflorum which numbers 206 species and forms. Complicated genetic structure of the modern chrysanthemum species was revealed due to diversity of the seed progeny, which is difficult to predict. Nevertheless some patterns were determined in inheritance of the ornamental properties. According to observations there are seedlings with violet, lilac and yellow inflorescences of the most parent species (about 50% or more) in the hybrid progeny, in spite of parent species color and method of hybrid seeds production (interspecific crossings or independent pollination). In single instance dominance of white color was registered. Purely pink and red colors occurred rarely (4%-9% and 6%-11%). While investigating the inheritance of “inflorescence form” property it was found out that in hybrid progeny of all parent species applying interspecific crossings simple and semidouble forms dominate (40% - 66%), except anemone type specimen № 25-10 (23% - simple forms). Independent pollination of parent species mainly favored production of seedlings with simple camomile forms (50% - 86%). Flat, hemispheric and ray forms of inflorescences were registered quite rarely (5-27%), particularly rarely - spider form (7%). As a result of this research inheritance of such an ornamental property as “inflorescence form” of the parent species is more typical for hybrid progeny than “inflorescence color” is.

«Growing heifers obtained from semen sexing»
The article discusses the results of the fetus development in Holstein heifers, received from sexed semen. Absolute and average daily live weight gain in calves is compared. Correlation of the growth intensity and development of heifers with the intensity of the fetus development has been demonstrated. Of total litter of 100 heifers from sexed semen 87 heifers (group 1), from the standard - 49 heifers (group 2), or 38% more heifers in the first group have been obtained. Average live weight at birth, absolute and average daily gain from birth to calving periods of growth, as well as the duration of the intrauterine development of their offspring were almost the same for animals of 1 and 2 groups. The growth rate and development of heifers positively correlated with the rate of development of their fetuses is established. To improve the cows herd replacement on dairy farms it is recommended to use sexed sperm for insemination of heifers. Heifers received from sexed semen and standard semen had the following dynamics of average live weight in kilograms per head, respectively: at 15 months of age 406,5 ± 1,9 and 400,2 ± 1,9; at 18 months of age 470,5 ± 2,0 and 465,2 ± 2,2; at calving 563,7 and 557,4 (P> 0.05). During the period from 15 months old till calving the absolute weight gain for group 1 was 157,2 kg and 157,1 kg for group 2 at feed costs per 1 kg of weight gain of 14,8 and 16,7, EFU, which is significantly higher than the costs for heifers before 15 months of age.

«Improvement of quality of dairy products when using natural feed additives»
The increase in production of high-quality products is of great importance for the solution of import substitution problem. It is known that milk and dairy products quality is defined by many factors, both hereditary, and by keeping and conservations conditions. Identification of ways of production quality improvement, including milk and dairy products through the use of natural enterosorbents is of current interest. Application of natural enterosorbents, namely the zeolite containing feed additives allows to raise quality indicators, both of milk, and ready-made products due to improvement of organoleptic indicators and increase of specific components dry matter content in milk. Biologically full-fledged milk was received from the cows receiving natural feed additives. In it the increased ratio of protein: fat is noted, in comparison with milk of control group cows or 100 grams of fat account for 83-87 grams of protein or it is 3-7 grams higher than in milk of cows of the control group under the optimal 1:1 ratio. The zeolite containing feed additives lead to more effective use of these components in production of oil and cottage cheese. The biggest costs of milk per 1 kg of butter and 1 kg of cottage cheese appeared in the control group. They were bigger by 1,2 kg – 3,3 kg (butter) and by 0,6 – 1,7 kg (cottage cheese) in production of 1 kg of a ready-made product, than in experimental groups or by 4,8 – 13,1% and by 5,6 – 15,9%. In the same groups the extent of fat use was by 7,9 – 10,9% higher and of protein – by 0,9 – 1,1%. The best indicators of milk were from cows fed with zeolite of Novosibirsk origin. Ready-made products – butter and cottage cheese from milk of experimental group cows differed in more full-bodied taste and a smell.

«The influence of echinococcus granulosus larva on he quality of slaughter products»
The investigation results established that the detection of the concentration of conjugated amino acids in the extract from organs and tissues is important for the determination of quality and safety of clinically healthy cattle slaughter products, as well as in case of helminthiasis, especially of echinococcosis. The high concentration of conjugated amino acids indicates the absence of protein breakdown process in tissues and organs of an animal infested with echinococcus. With the increasing degree of cattle infestation with echinococcus the concentration decrease of conjugated amino acids and their decomposition into free amino acids is more intensive. Besides, changes in their concentration were depending on the functional characteristics of an organ and on helminthes localization mainly in liver. The total concentration of conjugated amino acids associated with a high degree of cattle infestation with echinococcus was 2 times lower in organs and tissues than that of clinically healthy animals. A high level of cattle infestation with echinococcus was associated with 2-9-times increase of the total concentration of free amino acids in the liver tissues, relative to clinically healthy animals. It is necessary to point out that a high degree of animals infestation with echinococcus was accompanied by 1,4-times increase of free amino acids concentration in liver tissues, 1,7 - in the longest back muscle, in heart and lung tissues, 2 - in spleen tissues , 1,1 - in renal tissue, in comparison with a low degree of cattle infestation with by echinococcus. Conjugated amino acids concentration decrease and increase of free amino acids in animal organs and tissues under echinococcosis indicates destructive processes, which lead to deterioration of slaughter products. In this connection, animal carcasses should be used for industrial processing (manufacture of cooked and smoked-scalded sausage), and internal organs should be exposed to technical utilization.

«Zootechnical and physiological indicators of growing broiler chickens when fed them sorbent»
The aim of the work was to study the effectiveness of various doses (0.05, 0.1 and 0.15% by weight of the feed) sorbent "Kovelos-Sorb" in compound feed for broiler chickens. The study found that the addition of a sorbent in diets of broiler chickens enhances their growth, preservation and digestibility of feed nutrients. The greatest intensity of growth had broiler chickens treated with the sorbent at a dosage of 0.1% - higher than the control at 7.2%, and at a dosage of 0.15%-6.7%. A lower dosage (0.05%) afforded the live weight of chickens only 3.4% higher compared with controls at the end of poultry. Over the entire period of experience average growth rate of the control group to 51.6 g, the second – 53,4 g (above control at 3,5%), in the third group – 56,2 g (up 8,9%) in Fourth – 55,9 (higher than 8,3%). for the entire period of fattening feed costs were lower than in the second test group, 3.2% in the third – 8.0% in the fourth - by 6.4% as compared with the control. Feeding sorbent "Kovelos-Sorb" broiler chickens provided a fairly effective use of nutrients feed. Feeding sorbent "Kovelos-Sorb", has had a positive impact on the speed of the feed mass in the gastrointestinal tract of a bird. Exposure chymus passing both the first and the last portion was higher in the experimental groups of chickens, but the speed of passage of the chymus was lower in the experimental groups to 17,0-23,2%. Based on these results, we can conclude that feeding the sorbent "Kovelos-Sorb" a positive effect on livestock and physiological indicators of broiler chickens.

«Some of the causes of the tribo-emf during soil tilling»
The contact potential difference – tribo-EMF occurs in dynamic contact of different materials. This phenomenon has long been known and has practical application. There are some theoretical models describing this phenomenon. The tribo-EMF also occurs during mechanical treatment of the soil between the tool and soil. The origin of the EMF in this case differs from the case of friction pairs in technical devices, particularly, in metal mechanical processing. This article suggests possible causes of the tribo-EMF in tillage. The pressure of tillage equipment on wet soil leads to the flow of ground water, which results in occurrence of the EMF flow. The pressure heterogeneity and the movement of soil along the tillage tool leads to heating and inhomogeneity of the contact zone temperature, the bulk of the heat being dissipated by the soil. The inhomogeneity of the temperature will lead to changes in the contact potential difference on different parts of the tillage tool and the flow of electric currents. The contact and separation of the wet particles of soil and tillage tool will lead to the destruction of the diffuse layer of colloidal particles, which can cause EMF as well. During tillage heterogeneity arise humidity, gas composition, chemical and mechanical composition of the soil, which will also lead to the appearance of the tribo-EMF. Assessment of the impact of these reasons shows that in the order of magnitude they are corresponding to those observed in experience. The potential difference at the soil-tool contact can affect the exploitation parameters of farm and building machinery , in particular, wear resistance, adhesion, traction, etc., so the study of mechanisms of its occurrence is relevant.

«The question of conservation areas and recreational parks»
The research to develop shores protecting measures is important for Kaliningrad coastal region. The issue has received much attention since the existing problem of a significant coastal areas reduction in the region has affected a number of economic, environmental and social aspects. The coastal zone is an important component in the development of tourism and, as a consequence, the economic potential of the region. So, it is necessary to develop and to apply a set of measures aimed at protecting and restoring the natural shoreline and coastal landscapes. This paper presents some results of field observations conducted on the National Park "Curonian Spit" territory on the Baltic Sea, gives the analysis of the data, which confirm the findings of some researchers that the natural and anthropogenic impacts on the coastline, despite the existing coastal defences, result in the loss of the coastlines. To solve the mentioned problem, a solution is suggested to install mobile bank protection structures on affected beaches during storm activity. The protection structures consist of a cylindrical shell of soft specialized water pump with binding materials in the form of pairs of retaining walls of bags filled with beach soil. Storm waves reach the shell, the kinetic energy is partially converted into potential energy which will lift the shell height, and partially extinguish in the settling ponds due to vortex shedding. At termination of operation of the facility, the water will drain from the shell, the retaining walls be disassembled, and the device be removed from the beach.

«Development of ice cream with whey proteins microparticullate for diabetic and dietary food»
The article considers the problem of complete and rational use of whey, which will allow increasing economic efficiency and environmental friendliness of milk-processing industries. The whey proteins are the most valuable component of whey, which through physical and chemical modification of their properties, namely by a micro-particulate process, can be converted into an edible composition – milk fat simulator. The whey proteins subjected to microparticulate process behave as fats and can act as fat substitutes in the production of dairy products such as ice cream. The new compositions of processed ice cream with whey proteins microparticullate are developed for this purpose. Whey proteins microparticullate introduction into the processed ice cream increases the biological value, as its main component are whey proteins.

«The methodology of optimization of metal tower dryers»
One of the main requirements of modernity to the production – efficiency and economy. For steelwork this means high strength reserve and stability with low metal content. In the study of commercially available tower of grain elevator dryers , it was revealed that a margin of safety and sustainability of steel structures is too high, and this allows reducing the cost for manufacturing the tower using lightweight metal. At the same time the decrease in metal consumption should not degrade the performance of the tower. Optimization of complex steel construction is expedient using modern program products, such as, for example, APM Winmachine. Using it together with MATLAB mathematical package makes it possible to effectively implement step-by-step optimization. In this case APM Winmachine allows necessary strength calculations, and MATLAB – obtaining an analytical expression for approximating dependence that binds the parameters of the whole structure (the coefficient of stability and the maximum stress) with varying parameters of a single element. On this basis the optimal parameters of the selected item are chosen. We propose an algorithm of individual elements of the structure sequential optimization. The main step of the algorithm consists of small changes in the parameters of the current element in accordance with the plan of the experiment (in our example – the width and the thickness of the angle bar); these parameters strength calculations; obtaining analytical approximating dependence; the choice of elements parameters optimal values under the given constraints. As a criterion for determining the optimal values of the parameters the conservation of strength and the coefficient of stability at minimum weight can be accepted. Consistent application of this step to the most lightly loaded elements of the steel construction can significantly reduce its metal content.

«The development of a regulatory framework of activities of the censors in the armed forces of southern russia (1919-1920)»
The article investigates the development of a regulatory framework of censors’ activities in the Armed Forces of Southern Russia. Major structural changes in the apparatus of censorship and propaganda are noted and the content of regulations governing such activities is revealed in detail. A comparison is made of regulations and instructions for the censors and agitators both with earlier versions of their own selves, and with counterparts from the Bolsheviks. Archival documents such as the "guidelines and instructions for the military censors" and "The list of information and images that are not subject to disclosure" are studied. The list of persons whose correspondence has not been censoring and the list of organizations whose publications are not checked are analyzed. Suspected causes of mechanism for censorship and propaganda in the "white" movement lagging from the equivalent one of the Bolsheviks according to effectiveness have been outlined. The duties of both Military censorship department of the Press Department such as the surveillance of the censors and the unification of their activities and complaints to the actions of the censors, and censors themselves like urgent reports to the central branch in appearance of new publications have been reviewed. Content analysis of the "List of information and images not subject to disclosure" is made as well as a conclusion that the list can be limited to two points, since they include all of the rest. The improvement of the regulatory framework for the activities of the censors in spring of 1920 and ideological similarities Bolshevik and anti-Bolshevik regulations preambles in the sphere has also been noted.
